I beg to ask the Secretary for Scotland whether any steps have been taken to carry out one of the recommendations of the Committee appointed in 1897 to inquire into the present system of land registration in Scotland, viz., that the substitution of a photo-zincographic for a written record should, under appropriate regulations and safeguards, be sanctioned.

No such steps have been taken hitherto. The substitution of a photo-zincographic for a written record cannot be carried out except by legislation, which is not at present possible.
