I beg to ask the Secretary for Scotland whether he can meet the requests made to him on the Education Estimates, to print and circulate a Bill to meet the requirements of the Scottish educational system before the rising of Parliament.

My hon. friend's suggestion has been carefully considered, and I regret to say that it cannot be followed. It seems the duty of the Government in the first place to endeavour to dispose of the Bills referring to Scotland which are already before the House, or have been promised.
