To ask the Secretary of State for War whether it is proposed at an early date to proceed with the new cavalry barracks at Norwich; and, if so, whether the barracks will be built upon the plans submitted by the Director of Barrack Construction and approval by the Army Council.

(Answered by Mr. Secretary Haldane. I fully appreciate the patriotic offer of the citizens of Norwich, and am anxious to meet their wishes to retain a cavalry regiment, if this can be done without prejudicing the organisation of the Army in future. Barrack policy must be sub servient to and dependent on genera policy, which I am now carefully con sidering, and I cannot assent to the expenditure of nearly £200,000 on new barracks at Norwich until I am in a position to arrive at a decision on the question of military policy involved.
