Churchill, Manchester, N.W.)The Secretary of State is aware that Portuguese native labour is employed in the neighbouring British Protectorates; he does not anticipate that the proposed arrangements with the Portuguese authorities would affect that supply; but he will take care that the Administrations of Protectorates likely to be interested have an opportunity of making any representations they may desire.
