I beg to ask the Secretary of State for Foreign Affairs whether he is now in a position to make any statement regarding the negotiations between His Majesty's Government and the Chinese Government for the adhesion of China to the Tibetan Convention of September 7th, 1904.

The negotiations with the Chinese Government are still proceeding at Peking, and I hope may soon be brought to a conclusion; when that is so, the result will be made known. Meanwhile, in view of statements which have appeared recently, I may say that the negotiations do not contemplate an alteration of the Tibet Convention.
