I beg to ask the Secretary of State for the Home Department whether the Executive will be able to take any measures to secure the attendance at the Hertford Assizes of the chauffeur who on Saturday last was committed for trial on a charge of having killed a child, and for whom absolutely insufficient bail has been accepted. Will steps be taken to secure that the man shall not abscond from the country?

MR. AKERS-DOUGLAS

The magistrates in their discretion have accepted bail. I have no power to interfere.

MR. SWIFT MACNEILL

Of course he has not. [Cries of "Order."] Do you wish children to be murdered? Has not the right hon. Gentleman power to exercise surveillance, by way of the police or otherwise, to prevent his escape from justice?
