MR. SCOTT-MONTAGU (Hampshire, New Forest)

I beg to ask the President of the Local Government Board whether, seeing that aliens asking for driving licences under The Motor-Car Act, 1903, cannot be required to produce references from the police authorities of the countries from which they have come or their driving licences issued by such countries, the Government will give facilities for its progress if a short Bill to give licensing authorities powers as to aliens applying for licences is introduced.

I am afraid that it would be difficult to distinguish between various classes of applicants for licences to drive motor-cars. If a Bill, is introduced it will receive consideration, but I cannot state beforehand what course the Government will adopt with regard to it.
