To ask the Secretary to the Board of Trade whether he can state how many sailors and firemen were engaged on British ships at the following ports on the Continent of Europe during the year 1904, namely:—Bordeaux,

Havre, Dunkirk, Antwerp, Rotterdam Bremen, and Hamburg; and whether he will also state the number of sailors and firemen engaged at the above-mentioned ports on British ships during the year 1903, and state how many nationalities they include.

To ask the Secretary to the Board of Trade whether he can state how many sailors and firemen were discharged from British ships at the following ports on the Continent of Europe during the year 1904, namely:—Bordeaux, Havre, Dunkirk, Antwerp, Rotterdam, Bremen, and Hamburg; and whether he will also state the number of sailors and firemen discharged at the above-mentioned ports from British ships during the same period, and how many nationalities they include.

(Answered by Mr. Bonar Law.) I propose to answer these two Questions, put by the hon. Member, together. The engagements and discharges were as follows at Havre, Dunkirk, Antwerp, and Rotterdam:—

I am not in a position to give any statistics as regards the engagements and discharges at Bordeaux. As regards Hamburg and Bremen and Bremerhaven

I am informed that between 70 and 75 per cent, of the seamen engaged at Hamburg and Bremen and Bremerhaven were foreigners, chiefly Germans and Scandinavians. As regards the number of nationalities included, the seamen engaged at Havre in 1903 were of fifteen nationalities, and those discharged of thirteen nationalities; in 1904 there were eleven and twelve nationalities respectively. At Dunkirk the seamen engaged in 1903 were of eighteen nationalities, those discharged of nineteen nationalities; in 1904 those engaged were of eighteen nationalities, and those discharged of eighteen nationalities.
