I beg to ask the Chief Secretary to the Lord-Lieutenant of Ireland whether, in the recent revaluation of Belfast, public-houses have been valued on a different principle from that adopted in the case of other business establishments, the value of the licences being taken into account in the one case and the volume of business done not being taken into account in the other; and, if so, whether, in view of the fact that the recent decision of the Court of Appeal in Ireland in the case of Armstrong v. the Commissioner of Valuation was to the effect that the volume of business should in all cases be taken into account, the revaluation of Belfast will be allowed to become operative till all business houses are valued on the same principle.
