His Majesty has been graciously pleased to approve of the following as Commissioners in the event of the Bill becoming law:—The Earl of Elgin (Chairman), Lord Kinnear, Sir Ralph Anstruther, Bart., Sir Thomas Gibson Carmichael, Bart., Sir Charles B. Logan.
