§ THE UNDER-SECRETARY OF STATE FOR FOREIGN AFFAIRS (Earl PERCY,) Kensington, S.Article 3 of the Mürzsteg scheme provides for an eventual modification of the boundaries of administrative areas in Macedonia, but no steps were to be taken in the matter pending the pacification of the country.
