I beg to ask the Under-Secretary of State for Foreign Affairs what punishment has been inflicted on the Turkish officers and men responsible for the crimes committed at Kuklitch, according to the report furnished by the Russian officer who witnessed them.

As the result of the Inspector-General's investigation of the outrages committed at Kuklitch four Bashi-bazouks were condemned to one year's imprisonment each and three others to six months. The Turkish Commission appointed to inquire into the guilt of the officers implicated have only just presented their report to the Minister for War. It will be submitted to the Supreme Court-martial at Constantinople, and some days must elapse before the final decision can be known.
