BALFOURThe progress made in Committee last Friday with the Education (Scotland) Bill was of a very unsatisfactory character, and I see no hope whatever for this Bill except by some mutual arrangement between the two sides of the House. If such an arrangement is possible, I will not say the Bill could not be passed, but evidently the time available for such a purpose would be extremely brief.
