I beg to ask the First Lord of the Treasury whether he can now see his way to proceed with the Congested Districts (Scotland) Bill, especially in view of the fact that it is unanimously supported by all Highland Members, and has been brought in by the Government no less than four years in succession.

The Bill is a very desi able one, but I do not think it is possible to pass it this year.

MR. AINSWORTH (Argyllshire)

Seeing that the opposition from this side is mainly financial, cannot the right hon. Gentleman undertake to furnish funds to enable the object of the Bill to be carried out? Or if he would make a definite promise next year that might remove the objection.

That would involve a new Bill.
