Lord Kitchener's proposals for Army reorganisation in India have been accepted in general principle, but details are not yet thoroughly worked out; it is therefore impossible to give their estimated cost, and at present Papers on the subject cannot be laid before the House. I have agreed to the Government of India making a provision for special military expenditure in the Budget of 1905–6.
