MR. JOYCE (Limerick)

I beg to ask the Chief Secretary to the Lord-Lieutenant of Ireland whether he will explain why the name of Miss E. Anderson does not appear in the Return presented by order of this House, dated August 13th, 1903, showing the names of and certain information concerning the officials employed by the Department of Agriculture and Technical Instruction in Ireland, as an inspector of the Department; and will he now supply in her case the information that Return might have given, namely, her previous employment and her qualifications, if any, to act as inspector of hosiery and knitting; is he aware that a recent report of that inspector on the work of a knitting and hosiers' class at Limerick has been contradicted as to the quality of the work by five business men in that city, three of them buyers for large firms, and all of them purchasers of the goods made in the class in question; and will he say whether the Department rely on that inspector's reports as to the condition and progress of the knitting and hosiery industry in Ireland.

The Return in question was a Return of permanent officials. Miss Anderson is not a permanent officer and her name was not, therefore, included in the Return. She was appointed Inspectress in August, 1900. Her previous employment was that of a principal Art Mistress of the Crawford School of Art, Cork. She holds the Art Master's Certificate of the English Board of Education, also many medals, and has had considerable experience in teaching design for lace and needlework. The Department is satisfied as to the fairness of her report to which reference is made in the Question.
