To ask the Secretary of State for the Home Department if he can state when the charges which are leviable under Clause 3 of the Licensing Act, 1904, and which, if imposed in the present year, are due to be paid by licensees on 10th October, will, in fact, be received by the various compensation authorities; and when the rules to be made by the Treasury under Clause 3 (2) will be published.

(Answered by Mr. Secretary Akers Douglas.) I am informed by the Board of Inland Revenue, as regards the first part of this Question, that it is their intention to pay over to the compensation authorities the bulk of the moneys levied under Section 3 (2) of the Licensing Act, 1904, in the month of November in each year, and the remainder as soon as possible afterwards. It will be remembered that those charges are payable at the same time as the Excise licence duties, i.e., on 10th October. As regards the second part of the Question, the Treasury inform me that the rules to be made by them under the enactment quoted will be issued shortly.
