MR. BUCHANAN

I beg to ask the Secretary of State for the Colonies what is the form under which the proposed changes in the existing form of government in the Transvaal will be made, whether by Bill, by Order in Council, or otherwise; and whether, before final assent is given to these changes, he will undertake that there will be an opportunity for discussion in this House.

MR. LYTTELTON

(1) It is proposed to advise His Majesty to issue Letters Patent defining the broad features of the constitution of the now Legislature, leaving details for further local discussion and investigation to be settled hereafter. (2) It would not be in accordance with precedent to submit the Letters Patent to Parliament before they are issued; but I propose to lay Papers in due course so soon as I am in a position to do so. (3) Questions as to opportunities of discussion in the House should of course be addressed to the Prime Minister.
