BALFOUR, Manchester, E.)In answer to my hon. friend, I have to say that I have communicated with the chairman of the Commission, and he hopes that the Report will be in the hands of the public before the end of the year. There will be no interim Report.

§ MR. A. J. BALFOURI neither know when the Report will be out nor when the general election will take place. It is therefore extremely difficult to give a specific Answer, and I am not in a position to give it.
