To ask the hon. Member for Chorley, as representing the First Commissioner of Works, whether his attention has been called to a letter from the surveyor to the Crown Estate Paving Commission to the superintendent of Regent's Park, complaining of the manner in which the duties performed by the Office of Works in connection with the roads in Regent's Park are carried out; whether he will state what duties in connection with the maintenance and cleansing of the roads in Regent's Park are undertaken by the Office of Works and the Crown Estate Paving Commission respectively; what exactly are the financial relations between these two authorities; and what steps have been taken to prevent any conflict of authority and overlapping of jurisdiction.

(Answered by Lord Balcarres.) The reply to the first paragraph is in the affirmative. The maintenance and cleansing of the roads is under the Office of Works; the watering and lighting is under the Crown Estate Paving Commission. There are no financial relations between the two authorities, and there is no conflict of authority or jurisdiction. The dual control is, however, admittedly undesirable, and the First Commissioner has already consulted with the Commissioners of Woods and Forests with a view to altering the present arrangements.
