I beg to ask the Secretary of State for War whether the officers recently promoted from the rank of major-general to that of lieutenant-general were nominated by the Selection Board, or whether they were selected by him, under a method of procedure contained in a War Office decision of October last; and, if so, whether he will publish, for the information of the House, the War Office decision in question.

Selections for the higher Army commands, including promotion to the rank of lieutenant-general, are made by the Secretary of State from a list of officers whose professional qualifications render them, in the opinion of the Selection Board, eligible for such appointments. Selections were recently made and promotions carried out in accordance with the practice which I have indicated.
