MR. DALZIEL (Kirkcaldy Burghs)

said that so far as the matters which caused the postponement of this Bill were concerned, they had now been considered by the portion of his constituency affected, and he did not consider it necessary further to oppose the Second Reading.

MASTER OF ELIBANK (Edinburgh, Midlothian)

said his original intention was to oppose the Bill, but having mentioned privately to the noble Lord opposite the points of his objection, he hoped that when the time came for the North British Railway Company to consider the question of the Highland Society visiting Peebles-shire they would consider the very considerable grievance of the county in the matter.
