To ask the Secretary to the Board of Trade whether he will consider the advisability of introducing a Bill to apply the principle of Leeman's Act respecting bank shares to all gambling in futures, options, warrants, metals, shares, commodities, and foodstuffs, to prevent fictitious dealing in property and articles which have no existence, and therefore cannot be delivered.
