I beg to ask the Secretary for Scotland whether he has received a memorial from the Lewis District Committee, pointing out that the allocation of the equivalent grant for education purposes will deprive the Lewis District Committee of the fund out of which the footpaths and footbridges connecting townships with the public schools have hitherto been maintained; and, seeing that children will be unable to get to school if these footpaths and footbridges are allowed to fall out of repair, will he state how he proposes to provide for their maintenance; and will he say what answer he proposes to make to the committee's memorial in favour of the equivalent grant being still administered by county councils in the Highland crofting counties.

I have received the memorial referred to by the hon. Member, and it has been under consideration. I do not think it expedient, in anticipation of the Committee stage, to discuss a provision of the Bill (as to which I observe that the hon. Member has put down an Amendment) by way of answer to a Question.
