I beg to ask the Secretary of State for War whether, seeing that the Royal Commission on Militia and Volunteers was appointed with a view to the cooperation of those forces in connection with the military system in existence at the time of its appointment, he will say whether the Commission is to report, taking into consideration the conditions existing under the old system, or has been directed to base its Report upon the altered circumstances brought about by the rejection of the old system.

No alteration has been made in the terms of reference of the Royal Commission on the Militia and Volunteers. I do not know what the character of the Report is likely to be, nor whether it is likely to be affected in any way by the recent changes in the organisation of the War Office. I see no reason why it should be so affected.
