I desire to call your attention, Sir, to a serious breach of privilege. It is in reference to a circular which came to me last Thursday from the Church of England Temperance Society, and they had the bad taste to put the name of His Majesty on the top of it. I believe His Majesty is a constitutional monarch, and—

* MR. SPEAKER

Does the hon. Member say that he received it on Thursday morning?

* MAJOR JAMESON

Yes, Sir.

* MR. SPEAKER

Then the hon. Member should at once have brought it before the House.

* MAJOR JAMESON

I may remind you, Sir, that I asked you whether I should bring up the matter to-day.

* MR. SPEAKER

Yes, but the hon. Member did not tell me that he received the circular on Thursday. He did communicate to me the fact that he had received the communication, and I do not think I am depriving the hon. Member of any useful opportunity, for I came to the conclusion and so informed him that there was nothing in the circular which I could submit to the House.

* MAJOR JAMESON

I think. Sir, you cannot have read the circular, or you would agree with me. What I wanted to say was that the name of the hon. Member for Norwood appears on the paper, and I think that he and the secretary should be summoned to the Bar at once.

* MR. SPEAKER

I cannot go into that, A matter of this kind ought to be brought before the House at once.
