I beg to ask the hon. Member for Chorley, as representing the First Commissioner of Works, if motor-cars are limited to a speed not exceeding ten miles an hour in Hyde Park, Constitution Hill, and the Mall; and, if so, have the police instructions to summon persons exceeding that speed.

The answer to the first part of the Question is in the negative. The police have instructions to summon persons driving in a dangerous manner or at an undue rate of speed, and the number of persons so summoned in 1903 was 108. Since 1st January last there has been only one summons.

was understood to say that the Parks did not come under the ordinary law in this respect, but it was provided by the regulations that the speed should be reasonable.
