I beg to ask the Secretary for Scotland whether the Congested Districts Board have received a resolution from the Barvas Parish Council, Island of Lewis, urging that, owing to the destitution prevailing throughout the parish in consequence of the general failure of crops last harvest and almost complete failure of the line fishing this spring, public works and footpaths should be immediately started throughout the parish; if so, will he say if the matter has yet been considered by the Board; and, if so, will he state their decision.

The Congested Districts Board have received the resolution referred to and the matter has been considered by the Board. They are not prepared to start works to meet alleged exceptional distress, but they will favourably consider applications for any specific roads or paths which are shown to be of permanent value in the district and will make grants on (he usual conditions as to local contributions and maintenance.
