I beg to ask the Secretary of State for the Colonies whether he will require that the rate of wages which shall be paid to indentured Chinese labourers in the Transvaal shall not be less than the normal wage paid to Kaffir labourers engaged in occupations similar to those about to be undertaken by Chinese labourers.

I do not consider it necessary or desirable to specify a minimum wage, but I have no fear that the standard of wages of the Chinese will be lower than that of Kaffir labourers.
