BUCHANAN (Perthshire, E.)I beg to ask the Secretary of State for the Colonies whether the Commissioner of Police in Johannesburg has issued a notice prohibiting coloured persons from using the sidewalks; whether this prohibition applies to British Indians in the Transvaal; and whether the regulation; has been sanctioned by Lord Milner.
§ *MR. LYTTELTONI have no information as to any such recent notice. By the 1395 law of the Transvaal no coloured persons are allowed to walk on the sidepaths in the towns; but I understand from Lord Milner that the Transvaal police are under instructions not to interfere with respectably dressed and properly conducted Asiatics making use of sidepaths.
