I beg to ask the Secretary of State for War if he will state what provision is made for the care and maintenance of a soldier on the active list who, although in the opinion of the medical officer he is not a fit subject to be sent straight into a lunatic asylum, shows such weakness of mind that his discharge from the Army is considered expedient; is it usual in such cases to send a discharged soldier to his home in charge of a non-commissioned officer; and, if so, will he explain the reason.

If the hon. Member will kindly refer to paragraphs 1820 and 1822 of the King's Regulations, he will find that harmless lunatic soldiers are handed over to their friends, if they are willing to receive them, or to the parish authorities if they decline. They are conducted by an unarmed party, the strength of which is determined by the local military authorities.
