MR. WHITLEY

I beg to ask Mr. Chancellor of the Exchequer if he will withhold the payment of the remaining £5,000,000 of the Transvaal Guaranteed Loan until he has received the first instalment of the War Contribution, which was to have been paid in January last.

No, Sir; I am not prepared to act on that suggestion.

Does the right hon. Gentleman intend to pay over this sum of £5,000,000 without any understanding with regard to the £10,000,000 which is now six months overdue.

There is no reason to vary the understanding with regard to the £10,000,000.

Is the right hon. Gentleman aware that the two transactions are part of one arrangement?
