To ask the President of the Local Government Board whether he can use his influence with the Council of Westminster to induce them to accept an offer by Major Wingfield of an artistic fountain and trough, which is much needed in the interests of thirsty pedestrians and horses.

(Answered by Mr. Walter Long.)I have made inquiry on this subject, and am informed that the Westminster City Council have considered Major Wing-field's offer, but have not seen their way to accepting it. The matter is entirely in the discretion of the council, and I could not undertake to interfere with regard to it.
