I beg to ask the Under-Secretary of State for Foreign Affairs whether the funds needed to enable British Consuls in China to erect the buildings for the accommodation of labourers recruited for the Transvaal mines, as provided by Article 3 of the recent Anglo-Chinese Convention, will be furnished in the first instance by Vote of this House; and, if not, from what source.

The reply to the first part of the Question is in the negative. The reply to the second part is that any money required will be provided from the colony.
