To ask the Secretary for Scotland whether in calling the statutory meeting of quarter sessions for the election of justices to serve on the county district Licensing Courts as well as on the Appeal and Confirmation Courts, the clerk is bound to summon all the justices and not a section only; whether his attention has been called to the fact that this was omitted to be done in the county of Perth at the quarter sessions meeting in March last, and at the Appeal and Confirmation Court in May; and whether he will give instructions that in future the clerk shall cite all justices to quarter sessions, and all members of the various Licensing Courts to the meetings of such Courts.

(Answered by Mr. A. Graham Murray.) My attention has been called to the incident referred to in the second paragraph of the hon. Member's Question. The conduct of the justice of peace clerk is not a matter as to which I have any jurisdiction, and must be regulated by the justices themselves.
