I beg to ask the Under-Secretary of State for Foreign Affairs whether His Majesty's Government have made any representations to the Russian Government, if so, with what result, on the question of naval mines outside the territorial limits in the seat of war in the Far East; and whether, in view of the increased range of modern projectiles. His Majesty's Government are prepared to recognise any extension of the three-mile limit.
