To ask the Under-Secretary of State for Foreign Affairs if he will state whether the Chinese authorities in the province of Canton prohibited the further recruitment of labourers for the Transvaal for the reason that the recent Anglo-Chinese Convention was being rendered nugatory through the shipment of labourers from the British port of Hong-kong instead of from a Chinese treaty port, as provided in that Convention; and, if not, what was the reason for this prohibition.
