DR. MACNAMARA

I beg to ask the Secretary of State for the Colonies whether he will give the number and dates of the telegrams he has addressed to Lord Milner, asking for information respecting the outbreak of the disease beri-beri among the Chinese coolies; what were the dates of the reply or replies from Lord Milner; whether he is in a position to give any explanation of the delay in the receipt of Lord Milner's reply; and whether the text of these telegrams will be reproduced in the Blue-book about to be issued.

The telegrams I addressed to Lord Milner were sent on the 23rd, 25th, and 27th of June, I received an answer from Lord Milner dated 28th of June, and two subsequent telegrams dated 30th June. I eave in reply to the hon. Member for the Rye Division on Thursday last f my explanation as to the delay and have nothing to add thereto. I will include the telegrams in the Blue-book to be published this week.
