I beg to ask the Under Secretary of State for Foreign Affairs a Question of which I have given him private notice—namely, whether there is any foundation for the report that His Majesty's Consul-General at Shanghai associated himself with the demand that the Russian cruiser, "Mandjur," should leave that port.
