To ask the Secretary of State for the Colonies if he will say whether any payment will be made to the Chinese Government by an importer of labourers into South Africa, either in the form of payment for licence or capitation grant on each enlisted labourer.

(Answered by Mr. Secretary Lyttelton.) I am not in a position to make any definite statement on this matter pending negotiation, now in progress, with the Colonial Government on the regulations.
