I beg to ask Mr. Chancellor of the Exchequer whether the whole of the £250,000 voted on 31st July. 1902, to assist the sugar' producers of the West Indies has been distributed; on what principle the money was allotted; and whether he will furnish a Return setting out the names of the persons or firms who may have received any portion and the amounts allotted to them respectively.

Perhaps I may be allowed to answer this Question, The whole fund except a few hundreds has been distributed among the beneficiary colonies. The money was applied to cash payments, to loans, to remission of taxation, to improvement of machinery according to the particular conditions of each colony; and peasants' interests have been safeguarded as well as planters.' Such a Return as is asked for would not be possible and would be misleading if it were possible, but if the hon. Member desires information in regard to any particular colony it will be given as far as possible.
