To ask the President of the Local Government Board if he will state under what statute the Local Government Board possesses power to award costs as between local authorities promoting, and local authorities and individuals opposing, schemes for the creation of county boroughs, and the alteration or extension of local government boundaries.

(Answered by Mr. Walter Long.) The only powers which the Local Government Board possess in cases of this kind are those conferred by Section 87 of The Local Government Act, 1888.
