HC Deb 27 April 1904 vol 133 cc1301-2
DR. MACNAMARA

I beg to ask the Secretary of State for the Home Department whether the phrase "the persons interested in the licensed premises," for whom it is proposed to provide due compensation under the Licensing Bill, is intended to include barmen, barmaids, and other employees in licensed houses.

* THE SECRETARY OF STATE FOR THE HOME DEPARTMENT (Mr. AKERS-DOUGLAS,) Kent, St. Augustine's

No, Sir. I do not think that the servants employed in licensed premises can be said, in the ordinary sense of the words, to be "interested" in those premises.

DR. MACNAMARA

Then if these unfortunate people lose their occupation through the extinction of licences for which the owners are to be paid, they will have no compensation.

* MR. AKERS-DOUGLAS

They would be in exactly the. same position as employees in a building taken for public purposes.

MR. BAYLEY (Derbyshire, Chesterfield)

Does that apply to the servant of a brewery company which holds a licence?

* MR. AKERS-DOUGLAS

I cannot debate the point here, but if the hon. Member will put down a Question I shall: be delighted to answer it.
