I beg to ask the First Lord of the Treasury whether the Government has determined to ask the electorate at the ensuing general election for a mandate to impose protective duties in favour of selected manufactures over and above duties of a retaliatory character, if so, has the Government determined which manufactures shall be protected, and on what principle has the selection been made.

The hon. Gentleman appears to desire that I should give him not only a preliminary sketch of my election address, but also the details of the first Budget which I should introduce when I returned to Parliament. I think the demand is excessive.
