BALFOUR,) Manchester, E.As my hon. friend is well aware, the policy I have always recommended the House to adopt with regard to the two Bills which have been read a second time is to send both to a Committee. My hon. friend is probably also aware that it would be impossible for the Government to give facilities for a Bill, whatever its merits, which is of a controversial character.
