§ THE ATTORNEY-GENERAL (Sir ROBERT FINLAY,) Inverness BurghsMy hon. friend will realise that it would not be practicable to have one Code for the whole Empire, owing to the many systems of law which are in force within the United Kingdom; there are great divergences between the laws of Scotland and England. Considerable progress has been made with the codification of particular parts of the law and more would be done in this direction, if it were possible to make arrangements that the details should not be discussed in Parliament.
