I beg to ask Mr. Attorney-General whether he has observed that the Reichstag has formally sanctioned the Civil Code framed by a Commission of distinguished jurists for the German Empire; and, if so, will he consider the advisability of preparing a similar code for the United Kingdom or British Empire.† See (4) Debates, cxix., 384.

My hon. friend will realise that it would not be practicable to have one Code for the whole Empire, owing to the many systems of law which are in force within the United Kingdom; there are great divergences between the laws of Scotland and England. Considerable progress has been made with the codification of particular parts of the law and more would be done in this direction, if it were possible to make arrangements that the details should not be discussed in Parliament.
