I beg to ask the Secretary of State for War whether steps have been taken to give the Commander-in-Chief in Ireland any further power to purchase goods locally; and whether instructions can be given to all officers to purchase locally goods which can be so obtained.

Extended powers have been given to the Commander-in-Chief in Ireland as to other General Officers Commanding to purchase locally. General instructions have also been given to officers entrusted with purchasing for the Government to buy, as far as possible, local produce—but the hon. Member will understand that due regard must be paid to the price demanded for such produce.

Does local produce include hay and oats?

I should imagine the term includes all such articles.
