To ask the Under Secretary of State for Foreign Affairs whether he is aware that the Government of the province of Canton last year, with a view to meeting its share of the indemnities imposed upon China, instituted an additional tax upon opium,

promoted from lower grades to the Second Division, but none of these offered the subject. As regards female typists twelve fresh appointments were made in 1902, but in no case was shorthand prescribed by the nominating department.
