To ask the Secretary of State for War if he will explain why there is no commissioned chaplain with the troops in Scotland; and why appointments as acting chaplains are made after consulting only the Established Church of Scotland and not the United Free Church.

(Answered by Mr. Secretary Brodrick.) Owing to the absence in South Africa of several commissioned Presbyterian chaplains none are available for duty in Scotland. I am informed that the present system, under which excellent acting chaplains have been selected both from the Established Church and the United Free, Church, has been found to work well.
