To ask the Under Secretary of State for Foreign Affairs with whom the arrangement has been made to obtain 1,000 labourers in Central Africa for South Africa; and whether he will lay upon the Table of the House Papers explaining the nature of that arrangement and the instructions that have been sent to the British authorities in Central Africa with respect to it.

(Answered by Lord Cranborne.) The arrangement made to obtain labourers not exceeding 1,000 in number in British Central Africa for South Africa has been made with the Native Labour Association through the High Commissioner for South Africa. The Papers will be laid without delay.
